The project is designed according to the functions of warehousing, processing, trading, and information "four-in-one" modern grain logistics and road-rail-water combined transportation. It is the "National Inland City Grain Logistics Node" determined by the National Development and Reform Commission. In 2008, the project was included in the provincial government's "Three Hundred Billion Projects" action plan.
